Minutes of Meadville City Council Meeting
April 13, 2015
In attendance: Theresa Malone, Debbie Bennett, Ruthie Munsterman, Tim Nickell, Bobbi Meneely, Justin High, Marc Zell
Approval of minutes: Approved.
Public Participation: none
Old Business:
Sewer project – Jackson no longer interested in drip field as cattle grazing not allowed. Available option then is pivot arm and Lippitt Farm is OK with placing pivot arm on property near lagoon. Debbie is following up with the lawyer regarding letter for DNR. City has been notified of a $6k penalty assessment for operating without a permit. Seeking waiver. Debbie moved & Ruthie 2nded to have Kary modify the engineering report for pivot arm on Lippitt Farm.
Auditor review – Bobbi presented engagement letter from WK and mayor signed.
CDs/Tax Forms update– papers signed & Bobbi will mail. 2 CDs at 36 month maturity, 1 at 12 month.
Update on overpayments/taxes/penalties – none
Ordinance review – 3rd reading complete. Marc moved to approve. Ruthie 2nd. All in favor and resolution passed.
City Park Update – Individuals driving car through park have been charged with trespassing and one with property damage and violation of driving permit requirements. Sheriff has been noticed policing more frequently.
EIN for city? – cannot locate the SS-4. No worries.
Website update – Website is up and running. Sandy will continue monitoring.
New Business:
Credit card processing for customer payments – In order to pass credit card processing fees onto customer, charge 3% of bill amount back to customer.
Setting up savings & sweeping to earn interest – Bobbi to discuss with bank re: rates & account options. Council in favor. Also talk to First Missouri for their options.
ATV, pet, out of town & resident parking lot fees – Ordinances are unenforceable at this point.
Municode, ordinances to omit – Omit nothing. Let Municode sort through per council.
MO State Surplus Property paperwork – Theresa will sign.
Devoy-Baker Insurance policies – Meeting went well with Bobbi & Devoy Baker. Waiting for amended renewal quote.
Street Signs – Need to replace missing signs. Estimated 8-10 missing. Marc suggested getting brackets to mount signs on main street on top of stop signs. Tim to check prices & with county.
Tim – Yardley basement flooded. Tim investigated manhole & line was clogged on residence side. City not responsible. Tim considering vacation mid-September, 9th thru 20th. Have Sandy pull ordinance regarding landlords & tenants, move in and signing a piece of paper. Forward to council.
Utilities, NSF, after hours/weekend reconnect terms, questions & concerns – Bobbi will email shut-off list & amounts due to Council. And if cash is required. Check or cash will be accepted after hours. If check is NSF, $25 fee will be charged and service will be disconnected until account is paid with cash.
Title for tanker truck – Title is missing. Tim & Mike will work with license office to get a replacement title.
Fire Dept Payroll – Mike relayed approval to pay fire dept salaries annually. In December, will pay May – December for 2015.
Oaths of office – Justin & Debbie renewed their oaths of office.
