The City of Meadville held a meeting Monday, July 13, 2015 at 6:30PM.
Mayor called to order. Those in attendance: Theresa Malone, Debbie Bennett, Ruthie Munsterman, Tim Nickell, Justin High, Mike Holcer, Bobbi Meneely, Marc Zell.

Public Participation
● Gentry Street Baptist Church – Mary Ann Botts Dunlap & Sharon Botts Garth presented. Interesting history of original black church in our town. Requesting consideration of partnership between city & Botts family for restoration of church and establishment of museum at church. Family feels there is a friendly resolution to the legal ownership issue currently at hand. This is obviously the first step in moving forward.
● Mike Holcer/Fire Dept – Sold 2 generators & truck at auction for $15,200. Money has been received & deposited into fire fund. Department is considering purchasing a specialized saw & a backpack blower for $2,200-$2,500 with some of the proceeds. Bobbi recommended the completion of the audit before funds are spent. Tabled until then. Discussion re: annual $10k transfer of funds between city & fire, likely not done since contract inception. Bobbi to discuss with auditor.
Old Business
● Sewer project update/review – ½ way finished with electric poles to lagoon. Terry Nelson w/ DNR coming to meet with Bobbi, Tim and couple aldermen to discuss what’s left.
● Street signs updates – All replaced per Tim. He made brackets instead of buying.
● Budget – Budget reviewed. Debbie moved to approve. Ruthie 2nd. All in favor. Budget approved.
● Lawn height/letters – Need to send Randall Wright a letter at Elaine Sutton’s house regarding construction zone. Send letter to Sydney Harrison requesting ditch be mowed.
● Street lights – no discussion. Removed from agenda.
● City computer update – Deputies delivered last week & it has been returned to City Hall.
New Business
● Stainless Steel Aerator (DNR suggested) – Tim found a used one @ Clarksville. They indicated $18,000 purchase price when new. Been sitting for 5 years. Questions regarding trucking. Tim will call & ask for pictures as a starting point.
● Update Employee Guide, draft & implement policies involving independent contractors engaged by the city – tabled until next meeting. Council to review. Bobbi to email digital copy if available.
● Rock sales to residents & sales tax on rock sales – Marc moves & Justin 2nd to raise rate to $35/bucket, including sales tax. All in favor.
● Tentative meeting with DNR July 16, 2015 10:30am-12PM – discussed in old business.
● Municode – Bobbi to request drafts of some of the suggested ordinances after discussing with company.
● Collapsing tubes @ Crandall & Livingston. Cost to replace. – Tim estimates $3-5k to replace, including labor. Tim to obtain a few bids. Bobbi to check with County Clerk regarding funds available for street projects.
