Minutes of Meadville City Council Meeting
September 8, 2014
In attendance: Theresa Malone, Debbie Bennett, Ruthie Munsterman, Marc Zell, Jenessa Keller, Nelson Dinsmore
The City of Meadville met in a regularly scheduled meeting on September 8, 2014 at 6:30 in the city office.
Theresa Malone called the meeting to order.
Minutes were approved by all.
Bills were approved by all.
Public Participation:
Jana Holcer = Came and asked the board if the city could provide a recycling drop off or recycling service through the trash company. Jenessa had called and asked Advanced Disposal about a recycling service but they do not offer one currently. There are other options such as Hope Haven or Senate Bill 40 or a trailer like the school had. Discussion resulted in a No vote.
Old Business:
Burn Ordinance - The ordinance with revisions was read for the third time, Debbie moved to adopt the ordinance, Ruthie 2nd, all approved.
Municipal Court - The city lawyer sent a revised/simpler ordinance for the municipal court. Debbie moved to adopt the revised ordinance, Ruthie 2nd, all approved. Next step is to hire a code enforcement officer.
Park Equipment - Jenessa talked to the school board who is open to proposals for new park equipment and sharing the cost. Jenessa requested several price lists. Theresa suggested calling the elementary school at Humphrys as she thought they had a jungle gym that they just took out. Jenessa will call and talk to them.
Ordinance Coding - Jenessa looked into prices for coding; the estimate was $7,900 with a 12-14 month process. This can be broken out over 2-3 budget cycles. Jenessa also got recommendations from local cities that also use the Municode system with positive results. Debbie moved to move forward, Ruthie 2nd and all approved.
Streets - Estimates continue to come in over $1 million. We will continue to look into other options to get streets worked on at a price that is within budget.
New Business:
Truck - Tim asked about finishing his conceal and carry license and carrying in the city truck. Jenessa will talk to the lawyer to find out about possible liability issues.
Dogs - There has been an ongoing issue with pit bulls being aggressive towards other animals and there is a fear that they will be aggressive towards children. The board looked over several examples of breed bans. It was also brought to Jenessa's attention that the Humane Society is not charging the $100 to get a dog that we take over out of the pound. It was decided to hold off on any kind of breed ban and to send letters about dogs via certified mail from now on and if a dog is taken over to the shelter the fee will need to be paid to us before they can get their dog back.
Code Enforcement Officer - Jenessa asked for a list of qualifications and requirements that the board would be looking for. A job description will be presented at the next meeting.
